How the Ontario market is walled off
Since April 2022 Ontario has run the only closed, registered online-gambling market in Canada. iGaming Ontario contracts with private operators, and the AGCO regulates them (AGCO). Only operators on that registered list may legally offer online casino play to people in Ontario. This is a genuine boundary rather than a grey zone: an offshore brand that is not registered is outside the permitted market, full stop.
Why Revolution is not part of it
Revolution Casino is an offshore site launched in 2023, and its licence is reported inconsistently across review portals - Curacao under Rabidi N.V. by some, Anjouan under IGplay by others. Either way, it is not registered with the AGCO and not listed by iGaming Ontario, so it is not permitted to serve Ontario players, and offshore brands in this position typically block the province. The legal gambling age in Ontario is 19, and that applies to operators inside the regulated market.
What this means for an Ontario player's recourse
The difference that matters is where a complaint goes. Registered Ontario operators answer to the AGCO, so a dispute has a provincial channel. An offshore site does not: any complaint against a brand like Revolution would fall under its own offshore licensing framework, not the AGCO or iGaming Ontario. Given that withdrawal issues are the most common theme in Revolution's player feedback elsewhere, the sensible reading for an Ontario player is to stay inside the AGCO-registered market.
